TRANSPORTATION PLANNER

Pay Grade/Class: SPA3/Non-Union

Annual Salary Range: $75,432.24- $83,263.07(FY26)

POSITION SUMMARY:

The City of Malden’s Office of Strategic Planning and Community Development (OSPCD) seeks an innovative, mission-driven, and collaborative Transportation Planner to help create a transportation system that is safe, reliable, and accessible for everyone.

The Transportation Planner manages planning initiatives, capital improvement projects, the Blue Bikes program, transportation-related grants, and related initiatives. The Transportation Planner collaborates with partners within OSPCD, with other City departments, with elected and appointed officials, various community organizations, and state and regional agencies. This public-facing position requires thoughtful communication and relationship building with diverse stakeholders and residents. The Transportation Planner reports to the Deputy Director of Planning and Economic Development and the OSPCD Director.

ESSENTIAL JOB FUNCTIONS and DUTIES:

  • Lead transportation planning projects, including a transportation safety action plan and designing a residential parking permit program, through plan development, stakeholder engagement, and implementation.
  • Provide input on multidisciplinary plans, like the in-progress Comprehensive Plan.
  • Manage long-term state-funded capital projects including Broadway, Route 60, and Commercial Street redesign projects and Spot Pond Brook Greenway construction.
  • Oversee Malden’s Blue Bikes bikeshare program, including liaising with the network operator and regional partners and coordinating network expansion.
  • Serve as an ex officio member of the newly created Transportation Commission and provide staff support.
  • Analyze data and share findings with stakeholders, drawing on data sources like MassDOT, the Boston Region MPO, Malden Police Department, and other sources.
  • Advise City officials on applicable best practices in transportation planning.
  • Work with City officials to implement low-cost, tactile projects that promote street safety, improve access for walking, biking, and transit, and beautify City streets.
  • Write and manage all transportation grant applications for the City.
  • Coordinate with the MBTA on all matters regarding bus, subway, and commuter rail service in Malden.
  • Represent the City at public meetings and community events, including public speaking.
  • Represent the City with other municipalities, MassDOT, the MBTA, MAPC, the Boston Region MPO, and other agencies.
  • Develop and prepare materials for meetings and presentations for the Transportation Commission, City Council, City staff, community groups, and the public.
  • Perform other related duties as assigned.

QUALIFICATIONS:

Education/Experience

  • Master’s degree in urban planning, engineering, or related field
  • Minimum of three years of relevant professional experience (civil engineering, transportation planning, city/regional planning, public policy or management)
  • Any equivalent combination of education or experience

Desirable skills and experience include

  • Understanding of various state and federal transportation funding programs;
  • Deep knowledge of transportation, environmental, and land use planning concepts;
  • Strong transportation planning skills, including ability to make place-based and policy recommendations;
  • Strong research and writing skills, including ability to prepare memos and reports;
  • Strong presentation and public speaking skills;
  • Strong interpersonal skills across platforms and meeting formats;
  • Strong organizational and time-management skills, including ability to handle multiple tasks simultaneously;
  • Ability to conduct fieldwork and data collection;
  • Ability to foster and maintain collaborative relationships with local, state and regional officials, agency heads, civic groups, and the public;
  • Ability to collaborate and work as part of a project team, as well as work independently and meet project deadlines;
  • Proficiency in Microsoft Excel, Word, PowerPoint, and the Adobe Suite including Illustrator;
  • Familiarity with GIS, including creation of shapefiles and spatial analysis.
